2026 Commonwealth Scholarships in the United Kingdom: A Golden Opportunity for Rwandan Scholars. The Higher Education Council (HEC) of Rwanda has officially announced the 2026 Commonwealth Scholarships in the United Kingdom, offering an exceptional chance for talented Rwandan students to pursue advanced studies abroad. The Commonwealth Scholarship Commission (CSC) has invited Rwanda to nominate 16 candidates for PhD programs and 14 candidates for Master’s programs, with studies commencing in September or October 2026.
These scholarships aim to support academic excellence and professional development in line with the Commonwealth’s mission to foster sustainable growth and global collaboration. While nomination by HEC is a significant step, it does not guarantee selection or placement, as the final decision rests with the CSC.
Available Development Themes
Applicants are encouraged to choose only one of the following six development themes:
- Science and Technology for Development
- Strengthening Health Systems and Capacity
- Promoting Global Prosperity
- Strengthening Global Peace, Security, and Governance
- Strengthening Resilience and Response to Crises
- Access, Inclusion, and Opportunity
Eligibility and Requirements
To be considered, applicants must submit the following documents:
- A formal application letter addressed to the Director General of HEC, specifying the course applied for, admission status, university name (if admitted), employer details, and other relevant information.
- A valid ID or passport
- Curriculum Vitae (CV)
- Employer recommendation letter
- Original-notified degree certificates and transcripts from previous education
- Academic recommendation letters from the university where previous studies were completed
Applicants for Master’s programs must hold at least a Second Class Upper Division Bachelor’s degree or equivalent in a related field, while PhD applicants must have achieved a minimum of 70% in their previous academic qualifications.

Candidates must submit applications to both the HEC Management Information System (MIS) and the CSC online application portal. Incomplete applications will not be considered.

Applicants are also required to submit a quality proposal describing the expected development impact of their studies in Rwanda. Including a personal statement is strongly encouraged to strengthen the application.
