Rwanda’s University System, which has already cost over 2.8 billion Rwf, has sparked debate in Parliament.



The Rwandan Parliament has expressed concern over the functioning of the University of Rwanda's Integrated Education Business Management Information System (IEBMIS), which is plagued by problems and has cost the government a significant amount of money.
IEBMIS was acquired by the former National University of Rwanda in 2011, which was acquired by Adapt Alt Rtd and has been undergoing reforms to help the University achieve its goals at different times.

In 2019, the Auditor General of Rwanda conducted an audit of the system, which revealed that it had not delivered the expected results.

In January 2025, he conducted another in-depth audit, which revealed that the expected results had not been delivered and there were other issues.

Some of the findings include the fact that IEBMIS had 14 components that should be used, but when the audit was conducted, it was found that only three were working, which affected the functioning of the University.

When the Commission spoke to the RISA management, it stated that the University of Rwanda was not given the authority to monitor the system, and that a budget should be sought and a new system should be developed.

The Assembly requested the Ministry of Education to resolve the remaining issues and have them resolved within 24 months. Deputy Mukabalisa Germaine pointed out that the system was purchased for 1.7 billion Rwf, although it has now cost more than 2.8 billion Rwf due to ongoing maintenance.

She said, “When I look at the loss this system is causing the government, I find it very worrying and something needs to be done. Considering the amount of money spent each year on its maintenance, it is huge. If nothing is done, this money will continue to be spent without providing adequate solutions. Can’t RISA and other experts in the country manage and maintain it?”

Murora Beth said, “The system has so many problems that I was concerned that the problems that led to its establishment would not be resolved as expected. I am not going back on the money that was given and that is planned to be given.”

She said that there are problems that UR alone cannot solve.

Bakundufite pointed out that instead of saying that the errors that were found should be corrected and that there was a plan to install another new system, it was not appropriate but that the new one should be expedited.
