About the Role

The Ministry of Local Government (MINALOC) is seeking a dynamic and qualified School Feeding Coordination Specialist and Manager to lead, coordinate, and enhance the implementation of Rwanda’s National School Feeding Program. This role is pivotal in ensuring the integration, effectiveness, and sustainability of school feeding initiatives across all local administrative levels.

Key Responsibilities

  • Integrate school feeding activities into performance contracts at schools, sectors, and districts, including development of Key Performance Indicators (KPIs) and reporting mechanisms.
  • Coordinate community sensitization and mobilization for the National School Feeding Program, including the Dusangire Lunch initiative.
  • Strengthen coordination of school feeding at the school, sector, and district levels; support the operationalization of School Feeding Committees.
  • Improve procurement, food storage, preparation processes, and implement quality control standards.
  • Develop and implement local resource contribution mechanisms and mobilize resources to support vulnerable children across education levels.
  • Disseminate guidelines for community and parental involvement in school feeding and monitor compliance.
  • Work collaboratively with the Ministry of Education (MINEDUC), World Food Programme (WFP), and other partners to ensure effective program delivery.
  • Facilitate learning and sharing of best practices across districts.
  • Ensure MINALOC’s active participation in multi-sectoral coordination platforms.
  • Monitor and evaluate program achievements and impact.

Minimum Qualifications

Option 1:

  • Master’s Degree in: Food Sciences, Nutrition, Public Health, Education Sciences, Education Planning, Development Studies, Economics, Public Policy, Social Sciences, or Rural Development.
  • Minimum Experience: 5 years managing government or donor-funded education projects or programs.

Option 2:

  • Bachelor’s Degree in the same fields.
  • Minimum Experience: 8 years of relevant project management experience.

  • Extensive knowledge of Rwanda’s education and social sector
  • Proven leadership and team management
  • Strong analytical, problem-solving, decision-making, and risk management skills
  • High standards of integrity, accountability, inclusiveness, creativity, and client focus
  • Ability to work under pressure and deliver results
  • Fluent in English and/or French; Kinyarwanda is a strong asset
  • Excellent digital literacy and adaptability

Assessment Components

Applicants will undergo the following evaluations:

  • Psychometric Test: Assessing critical thinking, problem solving, decision making, time management, and reaction time.
  • Oral Interview: Focusing on communication, influence, conflict resolution, and behavior under pressure.
