Rwanda’s 2025/2026 National Budget Surpasses 7 Trillion Rwf: 10 Key Projects to Watch

1. Higher Education Student Loans and Bursaries
The government has allocated Rwf 17.7 billion to support students studying in local and international universities. However, the total funding requirement is Rwf 22.5 billion, leaving a gap of Rwf 4.8 billion. The initiative aims to enhance access to tertiary education and nurture future leaders.
2. Digital Learning: Supplying Computers to Schools
To improve digital literacy in education, the Ministry of Education has allocated over Rwf 9 billion to provide more than 17,000 computers across 310 schools. The full project cost is estimated at Rwf 15.7 billion and is expected to be completed by October 2027.
3. English Language Training for Teachers
In a bid to improve language proficiency and teaching standards, Rwanda Education Board (REB) has earmarked Rwf 6.7 billion to train teachers in English. The project, which will cost Rwf 32 billion in total, is scheduled for completion by October 2027.
4. Ruhengeri General Hospital Expansion
To enhance healthcare delivery in Northern Rwanda, Rwf 2.5 billion has been allocated this year for the expansion of Ruhengeri General Hospital. The total investment in the project is expected to exceed Rwf 111 billion by the time it’s completed in 2028.
5. Procurement of Antiretroviral Drugs (ARVs)
Following the withdrawal of USAID funding, the government will spend at least Rwf 2.8 billion to ensure a steady supply of antiretroviral drugs for people living with HIV/AIDS in Rwanda.
6. Medical Equipment Procurement
Over Rwf 16 billion has been allocated for the direct procurement of medical equipment, including CT scanners. This cost-effective procurement strategy has slashed expenses by 50%, enhancing Rwanda’s medical diagnostic capabilities.
7. Crop Production Enhancement Program (CPEP)
With an eye on food security, the Ministry of Agriculture has allocated Rwf 55 billion to assist farmers in accessing quality seeds and fertilizers. The goal is to improve agricultural productivity and reduce reliance on imports.
8. Renovation of Nyabugogo car parking Station
Part of the larger Rwanda Urban Mobility Improvement (RUMI) project, the government has committed Rwf 19.3 billion in 2025/2026 to revamp Nyabugogo Railway Station. The investment will grow to Rwf 82 billion by 2027/28, with the entire project expected to cost Rwf 288.6 billion and finish by 2030.
9. Drone Operation Centre in Huye
Rwanda continues its leadership in drone technology by funding a Drone Operation Centre in Huye District. The center, receiving Rwf 3.3 billion this year, will support education, research, and industrial drone applications, and is expected to be completed in 2026.
10. Kigali–Muhanga Road Expansion
The busy Kigali-Muhanga highway (45 km) will be upgraded to accommodate increasing traffic. The project includes the addition of four lanes in congested zones and dedicated truck lanes. It is allocated Rwf 3 billion in this budget cycle, with construction expected to begin in 2026.
